FAILURE TO REGISTER INDICTMENTS
Trenton,
NJ — Six convicted sex offenders who remain at large were indicted yesterday
on charges they failed to register their home addresses with law enforcement
authorities as required under Megan’s Law provisions, First Assistant
Prosecutor Charles E. Waldron announced today.
Waldron
said that the protections afforded by Megan’s Law are dependent upon these
registrations, adding that anyone who has information on the whereabouts of the
men should notify law enforcement officials immediately.

Waldron explained that defendants who are
convicted of sex offenses and are incarcerated are required to register their
home addresses at that time. If those convicted are instead sentenced to
probation, they are required to register their addresses when filling out
probation documents.
Convicted
sex offenders who have been determined to be “repetitive and compulsive”
must reregister their addresses every 90 days under Megan’s Law, while other
convicted sex offenders must reregister annually. Convicted sex offenders are
also required to register with police every time they move, Waldron said.
If
convicted for failing to register their addresses, the men indicted today could
face a maximum 18 months in jail.
Megan’s
Law, enacted Oct. 31, 1994, is a series of statutes requiring community
notification when certain convicted sex offenders are released.
The
six men indicted on Wednesday, April 4 who remain at large are:
Douglas Payne (DOB 2/3/67), whose last known address is the 100 block of Rossell
Avenue, Trenton; Dana Fields (DOB
6/22/60), whose last known address is the 800 block of Edgewood Avenue, Trenton;
Ruben Rivera (DOB 8/20/69), whose
last known address is the first block of Sherman Avenue, Trenton; Wayne
Housley (DOB 12/23/79), whose last known address is the first block of
Jersey Street, Trenton; Rayshawn Wilson
(DOB 6/4/80), whose last known address is the first block of Monmouth Place or
the 200 block of Grand Street, both in Trenton; and Johnny
Baretto (DOB 2/14/66), whose last known address is the first block of
Carroll Street, Trenton.
